National Geospatial-Intelligence Agency Geospatial Analyst in United States

Summary Geospatial Analysts create, analyze, and interpret spatial data to support U.S. military and policymaker interests. They apply knowledge of geographic information science and technology, statistics, spatial thinking, remote sensing, intelligence issues, and the social and physical sciences to characterize events, discover relationships and trends, and produce geospatial intelligence. These analyst Responsibilities ADDITIONAL INFORMATION: *NGA is currently recruiting for Geospatial Analyst at multiple locations. Below are brief descriptions of the location and respective duties. NGA Suitland is located on the Suitland Federal Center in Suitland, MD within the National Maritime Intelligence Center (NMIC), embedded with the Office of Naval Intelligence (ONI). NGA Suitland partners with ONI, the US Navy's Service Intelligence Center, providing in-depth GEOINT analysis focused on naval Science & Technology (S&T). NGA Suitland supports and collaborates regularly with our ONI partners, including US Navy, DoD, Intelligence Community, civil and law enforcement, and senior decision/policy-makers at all levels within the United States Government and combatant commands. NGA Charlottesville, located at the US Army's Rivanna Station installation, produces timely, relevant, accurate, and actionable GEOINT, including foundational military intelligence (FMI) and scientific and technical intelligence (S&TI). This work directly supports military operations and the DIA and NGIC mission partners collocated at Rivanna Station. NGA Charlottesville's FMI and S&TI analysis and reporting has a direct and enduring effect on U.S. national security decisions made by policymakers, military planners, and deployed forces. NGA Bolling serves within the footprint at multiple locations worldwide. Across this vast footprint, NGA Bolling facilitates all aspects of GEOINT services, provides foundational military intelligence (FMI) to support the NGA Strategy and across the Defense Intelligence Enterprise (DIE), expert analysis on far-ranging technical intelligence issues, expertise on global health security, GEOINT expertise for the global community services and performs liaison roles across a wide swath of responsibilities, and facilities access to GEOINT data, services and capabilities, enabling substantive NGA-DIA partnerships. Requirements Conditions of Employment Security Investigation SPECIAL INFO: As a condition of employment at NGA, persons being considered for employment must meet NGA fitness for employment standards. - U.S. Citizenship Required - Security Clearance (Top Secret/Sensitive Compartmented Information) - Polygraph Test Required - Position Subject to Drug Testing - Two Year Probationary Period - Direct Deposit Required SPECIAL REQUIREMENTS: You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Experience creating written communications and delivering oral communications to convey information or ideas. 2. Knowledge of one or more of the following technical skills: computer vision implementation, data mining, data analytics, data visualization, statistical analysis, algorithm development, and/or data science. 4. Experience engaging with others to support a shared project or effort to meet a goal. 5. Knowledge of creating GIS tools, models, or applications. 6. Knowledge of geospatial database management or throughputs (such as server management or Geospatial databases). Pay Band 3 1. Demonstrated experience developing and presenting briefings to meet the needs of various audiences. 2. Demonstrated experience using critical thinking skills and/or data analytics to solve problems and draw logical conclusions. 3. Demonstrated experience with computer vision implementation, data mining, data analytics, data visualization, statistical analysis, algorithm development, and/or data science. 4. Demonstrated experience working collaboratively with others. 5. Experience creating GIS tools, models, or applications. 6. Demonstrated experience with geospatial database management or throughputs (such as server management or Geospatial databases). EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Geographic Information Systems (GIS), Computer Science, Geography, Physical Science, Data Analytics, Cartography, Statistics, or a related field -OR- a Bachelor's degree in any discipline with a certificate in GIS from an accredited university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in GIS, spatial analysis, or any area listed in option A, plus experience working in an Intelligence discipline requiring creating, analyzing, and interpreting spatial data, or related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience working in an Intelligence discipline requiring creating, analyzing, and interpreting spatial data, or a related area that demonstrates the ability to successfully perform the duties associated with this work. PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/20 or better with or without corrective lenses. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience with imagery analysis or all-source intelligence to address matters of national concern, such as foreign military, foundational military intelligence (FMI), environmental, and/or terrorism. 2. Knowledge of analytic processes, tools, or techniques used to manage geospatial data. 3. Experience performing geospatial analysis to recommend geospatial solutions. 4. Experience using geospatial data in analytic processes, techniques, or tools. 5. Experience with intelligence production and/or publication processes. 6. Experience in a related work role for the Federal Government, specifically the Military and/or Intelligence Community. Education Additional Information CAREER ADVANCEMENT PROGRAM: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's Career Advancement Program (CAP). Employees in the Career Advancement Program will be evaluated semi-annually to determine if they meet the established program requirements. If requirements are met, employees will be eligible for a salary increase. Upon meeting all program requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes Career Advancement Program participation meaning the employee will no longer receive salary increases through the Career Advancement Program, and will now be evaluated in accordance to the Agency's standard evaluation processes.
