National Oceanic and Atmospheric Administration Supervisory IT Specialist in Suitland, Maryland

Summary This position is located in the National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite & Product Operations (OSPO), with one vacancy in Suitland, MD. This position is also announced under vacancy number NESDIS OSPO-24-12413103-DE, which is open to all US Citizens or Nationals. Responsibilities As a Supervisory IT Specialist, you will perform the following duties: Leads the System Support Division integrating program goals with organizational priorities and requirements while developing and directing the resolution of technical problems in areas where guidelines or precedents may be lacking. Manages Office of Satellite & Product Operations (OSPO) 24x7 ground system operations and maintenance which enables National Environmental Satellite, Data, and Information Service (NESDIS) capability to support NOAAs Mission Goals and oversees the product processing systems used to distribute mission critical environmental data to support NOAA mission goals. Oversees strategic, technical and business operations analysis and assessment efforts for organizational information and technology assets. Directs quantitative and/or qualitative analyses of OSPO programs for the effectiveness and efficiency of overall plans, policies and procedures; recommends systemic adjustment to strategies and improvement initiatives. Applies advanced knowledge of IT Security policy, procedures, and controls and associated implementation in IT systems. IT Security certification and accreditation. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15. * A one year supervisory probationary period may be required. * Payment of relocation expenses may be authorized. * Payment of relocation and recruitment incentives may be authorized. * This position is not in the bargaining unit. * This position requires the submission of a Financial Disclosure Form, OGE 450. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. EDUCATION: There is no positive education requirement for this position. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-5 (GS-15) grade level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 (GS-14) in the Federal service. Specialized experience MUST include all of the following: Integrating program goals with organizational priorities and requirements while developing and directing the resolution of technical problems; Managing satellite ground system operations and maintenance activities; and Managing the programmatic and technical aspects of satellite ground systems, development and implementations. CONDITIONS OF EMPLOYMENT: This position requires a Special Sensitive Clearance and is at a higher level than Critical-Sensitive due to special requirements that complement EO 10450 and 12968 (such as Director of Central Intelligence Directive [DCID] 6/4 that sets investigative requirements; as such this position has been designated as a testing designated position (TDP) in accordance with OPM guidelines - any position requiring a Top-Secret clearance must also submit to mandatory drug testing. This position requires the submission of a Financial Disclosure Form, OGE 450. Education Substitution of education for specialized experience is not applicable to this vacancy. Additional Information Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 $191,900 to $191,900 which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
