Position Description:Asset Line Manager

Ecompex, Inc. is currently recruiting an Asset Line Manager (ALM) to be a part of an eight-person team supporting the US Coast Guard (USCG) Civil Engineering Unit Oakland (CEUO). The CEUO staff primarily supports Coast Guard units located on the West Coast and Pacific Area. The CEUO ALM will work collectively with an interdisciplinary staff of planners, engineers, realty specialist, architects, and engineers throughout the CEU, Shore Infrastructure Logistics Center (SILC), and Coast Guard to monitor engineering programs for all shore facility assets assigned to CEUO.

Work location will be in person at Oakland, CA. Occasional travel may be required.

Full-Time, Salaried position. Approximately 40 hours per work week.

Minimum Qualifications:

  • Minimum of a Bachelors degree in civil, structural, mechanical, architectural, or electrical engineering or registration as a professional engineer or architect in a state, District of Columbia, Guam, or Puerto Rico.
  • Must be a U.S. Citizen or legally authorized to work in the U.S. and able to pass a rigorous background investigation to be placed in a position of Public Trust.

Desired Qualifications:

  • Previous experience supporting the US Coast Guard.
  • Previous relevant experience supporting the Federal government.
  • Experience working as a Junior Project manager or alongside a Project Manager.
  • Proficient in preparing technical reports, correspondence, and project-related documents.
  • Skilled in project planning, setting objectives, milestones, and phases.
  • Strong project management skills for asset-related projects and technical directives.
  • Ability to understand and analyze technical drawings, plans, and specifications.
  • Strong knowledge of relevant engineering principles and practices.

Required Skills:

  • Strong communication, written, and verbal skills.
  • Must have a strong knowledge of Planning, Designing, and Development of real property assets.

Responsibilities (may be subject to change):

  • Provide support with the planning, design, construction, alteration, maintenance, repairs, and life-cycle support of all Real Property Assets assigned to the Product Line.
  • Review, analyze, and suggest corrections to drawings, plans, estimates, and specifications submitted by both in-house and contracted designers.
  • Analyze both preventative and corrective maintenance negative data trends and make sound engineering decisions to either continue maintenance efforts or recapitalize the asset and/or determine the need for standardized configuration procedures or practices if data tracks across similar assets regardless of location.
  • Perform detailed site inspections to validate effectiveness of preventative maintenance performed at the operational level and determine the need for depot-level orrective maintenance projects as required.
  • Identify, test, and evaluate emerging technologies that could enhance operational performance or reduce the life cycle support costs of assigned assets within the Product Line.
  • Use data analysis including integration of information from existing Coast Guard databases and other sources to evaluate trends and formulate regional or enterprise-wide strategies for shore facility management.
  • Partner with other Product Lines and SILC branches as applicable, to develop new or revise existing asset requirements and configurations, develop and update technical directives to consider future initiatives, and manage the project development process for assets.
  • Serve as a reliable source of information on location, availability, applicability, and adequacy of guidelines and technical literature. Assist specialists in project design activities, manage assigned asset portfolio, and develop appropriate strategies to resolve problems and facilitate project implementation.
  • Monitor the engineering programs for all assigned assets. Develop new or revise existing asset requirements and configurations. Develop and update directives considering future initiatives and manage the project development process for assets.
  • Contribute to the development and integration of the overall shore facility organizational and depot-level maintenance programs.
  • Provide input into planning documents such as Siting Studies, Homeport Plans, Master Plans and Regional Strategic Plans for assets managed by CEU Oakland.
  • Separately serve as project manager for projects in support of CEUO strategic planning process. Plan specific objectives, milestones, and phases for complex projects which may be limited to a specific facility at a certain location or may encompass an entire shore facility asset class covering multiple locations nationwide.
  • Provide scope of work and project milestones and solicit technical input from all program stakeholders involved. Prepare correspondence, technical reports, estimates, fact sheets, status reports and timelines to complete project assignments.
  • Provide recommendations on best investment decisions for assigned asset line and match operational requirement to mission support standards and shore facility deficiencies.
