ASRC Federal Holding Company Special Access Program Security Representative in DISTRICT OF COLUMBIA, District Of Columbia

ASRC Federal Facilities Logistics is seeking dynamic Special Access Program security personnel with CPSO experience to support the Joint Staff's Special Access Program Control Office and other program offices located at the Pentagon as a Program Security Representative. Directly supports SAP program management activities by providing oversight and development to SAP program operating procedures and coordinating SAP activities across the organization. Reviewing operating procedures and making recommendations to the government on updates or changes necessary to ensure Joint Staff compliance with policies and directives that govern the SAP program. Ensures that appropriate security safeguards are in place to protect against the release of critical information concerning Dept. of Defense missions and functions that could cause any type of harm to national security.

Duties include, but are not limited to:

  • Develop, maintain, update, and coordinate Standard Operating Procedures (SOP), Emergency Action Plan (EAP), Security Classification Guides (SCGs) and other SAP generated documentation and publications

  • Schedule and support security meetings

  • Coordinate and prepare JS SAPCO and JS AMO lead events

  • Distribute policy and guidance to CONUS and OCONUS locations as required

  • Maintain a central security document and file archive

  • Maintain, update, and coordinate JS SAPCO security database systems (e.g. Joint Access Database Environment (JADE), Defense Information System for Security (DISS), local databases, SharePoint, central archive, etc.)

  • Provide security customer service support

  • Provide technical writing support in compliance with appropriate guidance

  • Assist in development, coordination, and distribution of security policies and procedures

  • Maintain Access Control Lists

  • Coordinate, consolidate, and draft annual reports

  • Conducts security education classes and security audits.

  • Investigates security violations and prepares reports specifying preventive action to be taken.

This position requires routine access to classified systems for duty performance. This is a 100% on-site position.

Requirements:

  • Applicant must possess the knowledge, skills, and abilities to enable successful accomplishment of the contract's assigned Joint Staff Special Access Program Control Office (JS SAPCO) and Joint Staff Alternative Compensatory Control Measures Office (JS AMO) missions.

  • Applicant shall be experienced in receiving and responding to correspondence; tracking and managing tasks; developing and managing a suspense system; reviewing documents for completeness, correctness, and accuracy; returning documents to originator for additional information; contacting originator for clarification of information submitted; requesting additional documents as needed; and submitting appropriate request information.

  • US Citizenship

  • Current Top Secret security clearance with SCI eligibility

  • Must have excellent interpersonal, communication, computer, writing skills, and professional image

  • Refined teaming skills and understanding of team concepts

  • Ability to multi-task

  • Attention to detail and follow-through when completing tasks

  • Must be able to obtain and maintain all access as required by the programs.

  • Prior experience working with Alternative Compensatory Control Measures (ACCM), SAP and fundamental security program knowledge. 

  • Possess a thorough understanding and working knowledge of ICD security standards as well as OPSEC, Personnel, Industrial, Cyber, Physical, and Information Security principles.

  • Demonstrated positive working relationship with internal and external customers.

  • Excellent customer service and communication skills.

  • Ability to maintain flexibility to deal with changing priorities and deadlines.

  • Strong working knowledge of basic office automation tool suites such as MS Office (Word, Excel, PowerPoint).

Education/Experience:

  • 8+ years of practical experience

  • BA/BS degree

  • Special Access Program Security related training

  • CDSE – Introduction to Special Access Programs

  • CDSE – Special Access Program Personnel Security Official (SPO) Training

  • CDSE – ICD 705 Physical Security Construction Requirements for SAP

  • ODNI – Sensitive Compartmented Information Security Course (SCIF)

Highly Desired Skills:

  • Security Fundamentals Professional certification (SFPC)

  • Special Program Security Certification (SPSC)

  • Prior CPSO experience 

  • Experience with DoD, ACCM, SAP, SCI and/or CPSO

  • Ability to work independently with minimal supervision

  • Follow projects/assignments through to completion

  • Ability to plan, schedule, and arrange activities in accomplishing objectives

  • Ability to develop and implement solutions to a variety of complex problems

  • Experience with all Microsoft Office Suite (Word, Excel, PowerPoint, etc.)

  • Excellent written, verbal, and presentation skills

  • Ability to display tact, discretion, and diplomacy in dealing with all levels of employees
