The incumbent will conduct business analysis activities for various Emergency Preparedness applications undergoing updates with a primary focus on the Countermeasure Data Management System (CDMS) used for COVID-19 rapid test scheduling and COVID-19 vaccine administration, as well as other relevant applications including the Incident Management System Dashboard, Medical Emergency Response Inventory Tracking, and other grant-related applications as needed.Responsibilities:Work as a liaison with business and technical stakeholders to elicit, communicate, and validate the requirements and policies for the Countermeasure Data Management System and other COVID-19 applications.Collaborate with developers, data analysts, SMEs, and contractors on gap analysis and logical design.Create business documentation as needed using MS Office and Visio, including:Business Requirements Priority MatrixBusiness Requirements DocumentGap Analysis DocumentFunctional/Technical SpecificationsUse CasesScreen and Interface Design DocumentData DictionariesOther identified documentsCommunicate business requirements to the technical team to develop the system.Mandatory Requirements:84 months experience as a Business Analyst working on software enhancements or new application development projects, gathering and prioritizing business requirements with users and documenting business requirements.84 months experience with the analysis and documentation of complex business rules, workflow processes, and re-engineering business processes.84 months experience leading meetings and facilitating requirements sessions with business/program subject matter experts, including functional requirements, non-functional requirements, and security requirements.84 months business analysis experience with all phases of application development including requirements analysis, design and development, testing, and maintenance of complex systems and reports.72 months experience creating and developing documentation such as business requirements, business and system process flows, swim lane diagrams, use cases, user interface mockups, user documentation, and technical specifications.36 months experience with Visio, Balsamiq, and/or other tools for creating and maintaining process flows and wireframes.
